Background
The Government of Ethiopia (GoE) has undertaken economic reforms to attract private sector-led growth. The Sustainable Industrial Clusters (S.I.C.) II project, co-financed by the UK’s Foreign, Commonwealth & Development Office (FCDO) and the German Federal Ministry for Economic Cooperation and Development (BMZ), supports Ethiopia’s textile and garment sector. The project aims to improve worker welfare, promote safe work environments, and align companies with international market standards. It is implemented by GIZ.
The Social Protection Advisor will lead interventions to improve working conditions and welfare in the textile and garment sector, focusing on workers’ rights and empowerment.
Key Responsibilities and Duties
- Design and Implement Worker Welfare Interventions: Develop, plan, and execute strategies to enhance worker welfare.
- Stakeholder Engagement: Collaborate with government partners, factories, and workers to ensure effective support for interventions.
- Capacity Building and Training: Develop training programs on occupational health and safety, workers’ rights, and social dialogue.
- Monitor and Evaluate Impact: Review the effectiveness of welfare initiatives and support data collection for evaluation.
- Resource Management: Manage budgets and resources efficiently to maximize the impact of interventions.
- Reporting: Provide input for regular progress reports to BMZ, FCDO, stakeholders, and project management.
- Synergies: Ensure collaboration with other GIZ projects and development partners.
About You
Qualifications
- University degree in Development Studies, Social Sciences, Human Resources, International Labour Law, or a related field (Master’s preferred)
Professional Experience
- Minimum of 5 years of experience in worker welfare, labor rights, or social sustainability, preferably within an international organization
- Experience in project management (conceptualizing, planning, managing worker welfare interventions)
- Understanding of international labor standards, local labor law, and supply chain due diligence
- Proven track record in stakeholder engagement with government, employers, and workers
- Fluent in English and Amharic
- Strong proficiency in IT tools (email, MS Office)
Additional Competencies
- Self-reliant and proactive approach, with enthusiasm for the role
- High attention to detail and organizational skills
- Ability to prioritize and solve problems under pressure
- Understanding of the Ethiopian textile and garment sector
- GIZ experience is an asset
