Background

The Government of Ethiopia (GoE) has initiated reforms that create substantial opportunities for investment, promoting private sector-led economic growth as a key pillar of development. The textile and garment sector, along with industrial parks, is a priority under the new Manufacturing Industry Policy and the recently published Home-Grown Economic Reform Agenda 2.0 (HGER 2.0) for 2024 – 2026. The British and German governments are supporting Ethiopia’s industrialization and economic transformation through a joint project, the Sustainable Industrial Clusters (S.I.C.) II.

S.I.C. II aims to strengthen the resilience of Ethiopia’s textile and garment sector by applying a demand- and market-oriented approach, focusing on worker welfare, aligning companies with international standards, attracting international buyers, and providing policy advisory to enhance the business environment. The project is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH under a co-financing agreement with the Foreign, Commonwealth & Development Office (FCDO) of the UK and the German Federal Ministry for Economic Cooperation and Development (BMZ).


Responsibilities and Duties

As the Monitoring and Evaluation (M&E) Specialist, you will design, implement, and manage the project’s monitoring, evaluation, and learning processes. Your key responsibilities will include:

  • Develop M&E Framework: Design and implement the project’s M&E framework and systems aligned with project goals, outcomes, and indicators.
  • Develop M&E Tools: Create digital data collection and reporting tools to assess project activity effectiveness and impact.
  • Data Collection and Analysis: Coordinate baseline, mid-term, and end-line data collection; ensure data accuracy, reliability, and timely collection; conduct regular data analysis and generate performance reports.
  • Reporting: Prepare and submit periodic reports on M&E findings to project teams, FCDO, BMZ, and other stakeholders.
  • Knowledge Management: Document best practices, lessons learned, and success stories to support knowledge management and communication of project results.
  • Capacity Building: Provide technical guidance and support to project staff and stakeholders on M&E processes.
  • Quality Assurance: Establish and maintain quality assurance processes to ensure M&E activities and data collection methods meet FCDO and BMZ standards.
  • Review and Communication: Contribute to project reviews and provide data-driven insights for project adjustments and communication of results.
  • Cooperation: Collaborate with other projects in the economic transformation cluster to improve cluster-level M&E systems and reporting.

Job Qualifications

  • Education: University degree in International Development, Social Sciences, Monitoring and Evaluation, Statistics, or a related field (Master’s degree preferred).

Professional Experience

  • 5 years of professional experience in Monitoring and Evaluation, ideally with development projects in the textile and garment sector or related fields.
  • Proven experience in designing and managing M&E systems, including frameworks, performance indicators, and reporting tools.
  • Strong analytical and data management skills with proficiency in qualitative and quantitative data collection and analysis.
  • Fluent in English and Amharic.
  • Proficient in IT tools, including email and MS Office applications; knowledge of data collection tools is a plus.

  • Self-reliant and proactive with high motivation and enthusiasm.
  • Attention to detail and strong organizational skills.
  • Results-oriented mindset with problem-solving abilities and task prioritization under pressure.
  • General understanding of the Ethiopian private sector, especially in textiles and garments, and its stakeholders.
  • Intercultural understanding and teamwork abilities, with a sense of diplomacy to work in a politically sensitive environment.
  • Knowledge of GIZ procedures and regulations is an asset.
