Brief Description of the project/ unit
GIZ supports the Ethiopian Government in various areas, increasingly also in the Ethiopian lowlands, which account for nearly 60% of Ethiopia’s land area. They are inhabited by more than 18 million (agro-)pastoralists, and people who create their livelihood from related professions. Due to population growth and the increasingly frequent occurrence of extreme weather events, this livelihood system is increasingly put at risk and the people, their livestock and the harvests have become increasingly vulnerable. Extensive resource use like overgrazing and deforestation causes food insecurity, soil degradation, and erosion. The result are dry valleys, in which rainwater flows quickly out of the area before being able to infiltrate into the soil. This further exacerbates desertification and food insecurity. To address this issue, the Dry Valley Rehabilitation and Productive Use (DVRPU) approach was developed in cooperation with the Ministry of Agriculture (MoA) and the Bureaus of Agriculture (BoA) in Afar and Somali regions.
The Capacity Development for Strengthening Drought Resilience (CDSDR) Project has started its third phase. It promotes the DVRPU approach with a series of technical, biological, economic, social, institutional, and managerial capacity building measures applied to rehabilitate entire dry valleys for the benefit of the inhabitants and their animals while ensuring environmental stability. In addition to upscaling of the approach in other weredas of Somali and Afar regions, it will further expand its application to selected lowland areas of Oromia and SNNPR regions. This necessitates the recruitment and deployment of Junior accounting specialist to support the proper project implementation.

Responsibilities and Duties
Financial services
The Junior accounting specialist will be:
Ensuring financial/accounting activities are carried out in accordance with GIZ’s accounting rules and regulations.
Effective coordination with colleagues at the GIZ country office, CDSDR III project office and regional offices in matters related to processing of financial transactions.
Executing cash payments and deposits at the bank.
Ensuring that the accounting services provided within the section are done correctly and supports the project office to meet reporting deadlines.
Providing a high level of internal and external customer service including taking ownership of customer queries and complaints and following issues through to completion.
Tasks:
The Junior accounting specialists performs:
Petty cash accounts.
Makes all cash and check payments of the project.
Records financial transactions on cash and bank books on daily basis.
Ensures accurate and timely processing of payments.
Processes and issue the project’s official Cash receipt for all incoming cash and Withholding Tax Receipt to the payer wherever applicable.
Makes a timely cash replenishment request when the cash account reaches to the minimum balance.
Maintains records of recent advances which are not yet processed in WINPACCS and provide to the accountant and/or Finance Manager when requested.
Follows-up and collects balances due to GIZ on travel or other advances issued to staff members.
Maintains and files financial documents properly.
Follows-up on collection of VAT receivables, monthly Withholding tax payments and telephone and internet bill settlements.
Reconciles physical cash and bank balances with the books balance.
Reports when there is surplus or deficit of cash money.
Keeps financial records in line with GIZ standards.
Ensures an accurate and timely monthly closing of the cash and bank accounts to send to GIZ Office for further processing.
Supports internal controls and financial audits.
Contributes as required to the duty of Best Value.
Performs other duties and tasks at the request of management.
Job Requirements:
Qualifications
University degree (BA) in accounting, business management or equivalent field of studies
Professional experience
Minimum of 3 years professional experience in finance and administration
Good knowledge of accounting software such as WINPACCS and standard computer applications such as MS Office applications, in particular Excel.
Proven experiences in cash handling and balancing procedures.
Capability of concise and coherent reporting along standard formats.
Other knowledge, additional competencies
Knowledge of GIZ Processes and Rules (PuR) is a plus.
Proven good knowledge of English and Amharic languages, written and spoken. Knowledge of other local languages (Oromia, Somali, etc.) is a plus.
Trustworthiness and ability to maintaining strict confidentiality and observing data protection and associated guidelines where appropriate.
No record of any form of fraud and disciplinary actions.
Ability to organize and prioritize several tasks at the same time.
Ability to work independently
Willingness and readiness to work as part of a multicultural and international team.
