is a field office of “Pact” an international non-governmental and non-profit making organization with its headquarters in Washington DC. Pact Ethiopia exists to build local capacity to enable systematic solutions that allow those who are poor and marginalized to earn a dignified living, be healthy and enjoy the benefit nature provides. For efficient execution of its duties, Pact Ethiopia is looking for an enthusiastic, creative, energetic individual to fill the following position for its 5-year, USAID-funded program, Sustainable Peace Activity.
Overview:
Under the direct supervision of the Senior Manager is responsible for overall coordination of the project activities, the team members and working with partners to ensure timely delivery of project activities in accordance with the agreed work plan.
Job Responsibility #1: Project Management
Responsible for the execution of the project in a timely and cost-effective manner and ensure compliance with the terms and conditions of the agreement which Pact Ethiopia entered with partners and donor.
Ensure adherence to organisational policies, procedures and guidelines
Prepare budgets in accordance to the schedules, formats, annual dates and deadlines as adopted in the general agreement and ensuring timely cash flow, accurate financial reporting and that the project is delivered within approved budget.
In conjunction with MERL unit, participate in the development of performance monitoring plan (PMP) and M&E tools to ensure systematic monitoring, documentation and sharing of outcomes.
Ensure that the regular reports have been submitted on the progress of the implementation.
Ensure the projects quality standards are respected and there is effective system of tacking and documentation of best practices, knowledge and information management and sharing.
Discuss and work closely with ICT Unit for implementation project activities as per standard set and set objectives
Participates in the identification of capacity gaps, establish capacity development plan as per the adopted approach, to contribute to the strengthening of the communities
Ensure that project close-out plan is prepared, disseminated and implemented in a timely manner in consultation with donors and Pact DC office.
Handles and assists similar activities as per the guidance given,
Review materials produced (internally or externally) for training workshops, seminars, conferences etc… to ensure organisational quality and standards.
Job Responsibility #2: Staff Management
Coordinate and closely work with staff contributing part of their time to the project (LOE).
Provide management support and direct supervision to Officers
Work closely with supervises to assure the provision of quality program delivery to the project. This includes (but is not limited to) the formulation of individual work plans (with agreed indicators of achievement) based on project work plans and/or job descriptions
Support supervises to assure functionality of regional offices and effective support to implementing partners.
Build the technical and managerial capacity of staff under direct line management and delegate tasks for the efficient performance of activities.
Participate in regional staff recruitment, induction planning and formulation of staff personal development plans.
Job Responsibility #3: Grant Management
In collaboration with the grants unit, monitors the activities budget and financial activities of the local NGO partners with regards to the implementation of the project as per the agreed work plan and performance criteria.
Provide advice and guidance to partners with regard to technical, human, commodity and financial matters and reporting requirements
Job Responsibility # 4: Coordination
Responsible for the overall coordination of project activities, the team members and local partners to ensure effective execution.
Lead and support in the organization of training programs, experiences sharing and review meetings.
Participate in regularly scheduled meetings with project teams, participate in wider coordination meetings (as per the agreed organisational meeting schedule) and ensure dissemination of minutes to appropriate departments and or staff in AA and field offices
Participate in coordinated monitoring visits as per agreed schedules
Job Responsibility #5: Networking, Reporting and Representation
Serve as key liaison and technical support point.
Establish effective working relationship with government, , and other stakeholders
Establish communication systems with partners to ensure an enabling environment for partnership
Maintain good relationship with , various Government Partners, and other relevant agencies for the smooth operation of the project.
Reports on activities and developments and ensure the preparation and submission of all deliverables.
Represent Pact with regards to the project as required and when designated by his/her supervisor.
Job Responsibility #6: Other Functions
Performs any other related duties that may be assigned by the immediate supervisor.
REPORTS TO: Deputy Chief of Party
DUTY STATION: Addis Ababa with frequent field visit
Supervises: Program officer
Job Requirements:
Education/Training
First Degree or Masters in Project Management, economics, development studies or related social science fields.
Experience
At least 8/6 years of relevant experience:
Experience in the area of economics, development studies or related social science fields.
Technical Skills:
Proven human management experience
Experience in managing and administering projects
Ability to develop and maintain strong relationships with partners
Good interpersonal communication skill and ability to effectively liaise with staff, government and other stakeholders
Fluency in written and spoken English, Amharic and Afaan Oromo
Demonstrated analytical and report writing skills
Excellent written and oral communication
Ability to perform and prioritize multiple tasks
Proficiency in word processing, spread sheet and DBase skills.
Contacts/Key Relationships
The incumbent is expected to establish and maintain open and cordial relationship with other stakeholders at all levels in order to obtain the required support and collaboration for the smooth coordination and implementation of Pact’s capacity building projects. S/he is also required to work in collaboration with other departments and units of Pact.
Working Conditions And Level Of Travel Required.
The post holder will be stationed in Addis Ababa with possibilities of frequent field travel.
