The ongoing two-year conflict in Northern Ethiopia, affecting Afar, Amhara, and Tigray, has resulted in a severe humanitarian crisis. The toll includes a significant loss of lives, over 2.6 million internally displaced persons (IDPs) in need of assistance, extensive damage to infrastructure, and adverse effects on development. The signing of the Agreement for Lasting Peace in November 2022 has halted active combat, offering hope for the gradual restoration of services and humanitarian operations. To address the crisis, UNDP has developed a Peace Support Programme/Facility (PSP/F) within the Resilient Recovery and Reconstruction Framework (3RF). The PSP/F aims to stabilize conditions, restore normalcy, and deliver a peace dividend to conflict-affected populations over the next 24 months.
The Livelihoods, Economic, and Social Recovery Specialists will play a crucial role in achieving durable solutions for IDPs, focusing on economic revival under Window 3 of the PSP/F. This involves supporting the recovery and reconstruction of businesses, providing solutions for internal displacement, and contributing to broader peacebuilding and sustainable development initiatives.
Key Responsibilities:
1. Regional Policy Analysis and Advocacy:
– Stay informed about regional policies, legal issues, and institutional frameworks related to livelihoods, economic, and social recovery.
– Provide specialist advice on crisis management and recovery efforts to UNDP, the Government, and other partners.
– Facilitate entrepreneurship and business development services, creating linkages with technical and vocational education and training (TVET) institutions.
2. Thought Leadership and Technical Support:
– Support UNDP’s engagement with government offices to integrate IDPs into national and regional development plans.
– Provide regional support for MSME ecosystem reform and development, focusing on women-owned or managed enterprises.
– Facilitate business support and the restoration of market infrastructure in towns and larger settlements.
3. Multi-Stakeholder Partnerships and Networking:
– Identify strategic development partners and collaborate on joint-program initiatives to build national capacities for solutions.
– Establish and sustain networks of regional experts working on MSME issues.
– Develop and sustain policy and programmatic partnerships with the private sector at regional levels.
4. Information Sharing, Knowledge Management, and Data Analytics:
– Collaborate with relevant stakeholders to maintain up-to-date data on IDPs in collaboration with Joint Initiatives Partners (JIPs).
– Facilitate information sharing within the UNDP framework and other development members.
– Support the creation of a centralized document folder for data and information on solutions in different regions.
5. Private Sector Engagement:
– Engage the private sector as a partner in sustainable development, crises response, and recovery.
– Develop and deploy solutions to development challenges, leveraging private sector technologies, innovations, and expertise.
Qualifications:
– Advanced university degree in social works, political science, development studies, economics, or related fields.
– Minimum five years (with a master’s) or seven years (with a bachelor’s) of progressive experience in post-conflict recovery and development programs/projects, focusing on IDPs.
– Fluency in spoken and written English; fluency in Amharic and any local language is an advantage.
