Job/Role Purpose: The Monitoring, Evaluation & Learning (MEL) Advisor is responsible for supporting and providing technical guidance in applying project data collection systems and analytic tools development and implementation. S/he will ensure that suitable MEL systems are in place, implemented as intended and reported on in a comprehensive and timely manner to help program coordinators and managers deliver programs that achieve the desired outcomes/impacts. The MEL Advisor will support the activities of CFYE implementing partners (IPs) and related programme areas of the country office. This will include process and tools development, data collection and analysis, reporting and learning/reflection processes, and evaluation.

Level 3:
This post will have regular, direct and unsupervised access to children and vulnerable adults either face to face or online or the post will have supervisory responsibility for people who have direct unsupervised access to children or the post will have accountability at the organizational level to ensure safeguarding policy is in place and implemented at all levels. A criminal background check (Enhance DBS check for UK or equivalent highest level of Police check) will be obtained for post holder at this level prior to their start date.
Task Responsibilities
- Prepare annual MEL plans, develop quality indicators and Logical Frameworks for all proposals/program documents, within VSO’s MEL framework and processes, for approval by the line manager
- Ensure that MEL data (reports, baseline surveys, evaluations, etc.) are easily accessible for project managers, partners, and all stakeholders.
- Check the quality and relevance of data to potentially be uploaded in the outcome deliverables on the online platform (i.e. salesforce)
- Conduct data analysis, synthesis and impact showcasing.
- In collaboration with Implementing Partners, codesign and adjust project MEL frameworks, to support complete, correct and timely reporting.
- Review CFYE’s baseline collection tools, and adapt to create Implementing Partner-specific versions to accommodate the project context of each Implementing Partner
- Lead and supervise project database development, analysis, and interpretations. Feedback on any challenge to the line manager.
- Conduct a Data Quality Assessment (DQA) with each CFYE Ethiopia Implementing Partner based on an existing understanding of the project data quality risks and supplemented by an additional site visit as required. Feedback on any challenge to the line manager.
- Analyse data and prepare reports on research findings for all concerned bodies to support decision-making.
- Contribute with the line manager to the design and
- contextualization of MEL systems in VSO Ethiopia programs (Make Way and IPDHE) with guidance from the consortium and Project Manager respectively.
- Manage research to provide inputs for program design with the collaboration of project managers, to support decision-making.
Collaboration responsibilities (key teams/roles this role will be working with)
- Giving feedback and sharing reports to CFYE Country Lead, Project Implementation Lead, CFYE Implementing Partners (IPs), and Project Manager of VSO Ethiopia about the implementation status.
- Liaise with global technical teams to keep up to date with VSO approaches and policies.
- Collaborate with Regional, Zonal and Woreda-level government stakeholders and other relevant VSO partners.
- Conduct regular monitoring visits of Implementing Partners /projects to monitor all IPs/projects’ performance of planned activities and achievement of expected outputs. Feedback to line managers for action.
- Build capacity of local partners in MEL, with program staff, using program/project monitoring data for decision making.
- Share learning identified through MEL activities to support risk mitigation measures and suggest improvements.
- Provide participatory MEL-related technical support to staff, volunteers, and partner CSOs.
- Provides timely feedback on the progress of planned activities for informed decision-making.
- Support line manager in implementing robust MEL plans as per the project requirements and coordinate baseline, midterm, and end-term project evaluations
Competence Required
- Relevant MEL knowledge, skills and experience working in an NGO environment, preferably in INGO sector.
- Data synthesis and analytical skills.
- Experience in data visualization software such as Salesforce, Zoho Analytics and Microsoft PowerBI (desirable)
- Applicants must have experience using both qualitative and quantitative data collection/research techniques.
- Applicants must have demonstrable experience supporting programme partners to develop and apply
- MEL processes and tools
- Substantial experience with data analytics and coding, providing hands-on, in-depth skills in the use and management of qualitative and quantitative data collection, participatory methodologies, analysis, and reporting.
- Proficient in English (verbal and writing skills)
- Attention to detail and ability to perform multiple tasks and balance competing priorities effectively and efficiently.
- Experience and awareness of commitment to gender & social inclusion in research, monitoring and evaluation processes.
- Demonstrated ability to effectively convene, coordinate and communicate with a diverse range of stakeholders.
- Able to work well with a variety of individuals in a cross-cultural setting.
