The International Organization for Migration (IOM) is the UN Migration Agency with 174 Member States. IOM works closely with governmental, intergovernmental, and non-governmental partners in the field of migration. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Under the overall supervision of the Chief of Mission (CoM) in Ethiopia and direct supervision of the Shelter & NFI Programme Manager and, in collaboration with relevant units within the mission, the successful candidate will be responsible for providing technical guidance and day–to–day operational support to Shelter Staffs in the various field offices.
In particular, he/she will undertake the following responsibilities and accountabilities.
Responsibilities and Accountabilities:
1. Assist in coordinating and monitoring the operational, administrative, and financial aspects of the Shelter projects in accordance with the outlined priorities of the national and regional Shelter cluster, IOM policies and practices, and donors’ requirements.
2. Keep the Program Manager (SNFI) informed of the status of project implementation; identify gaps and suggest actions to improve implementation.
3. Participate in developing and adjusting work plans, project budgets, Monitoring and evaluation tools, and standard operations procedures.
4. Coordinate collecting, verifying, and analyzing data and background information; update information management systems and project-related activities, including project awareness and visibility, summaries, press releases, and other relevant materials.
5. Coordinate timely preparation and dissemination of project reports in accordance with IOM procedures and donor requirements.
6. Liaise and coordinate with donors, partners, United Nations agencies, local authorities and stakeholders and government counterparts.
7. Contribute to planning, developing, organizing, and delivering capacity-building activities targeting IOM staff, government, and civil society partners, implementing partners, and communities.
8. Attend relevant conferences, workshops, working groups, interagency coordination meetings, and other forums.
9. Participate in preparing innovative project proposals and various communication products, concept notes, and other planning documents.
10. Supervise and provide training and technical guidance to project staff.
11. Undertake duty travel relating to project implementation, monitoring visits, project assessments, liaison with counterparts, etc.
12. Perform other related duties as required.
Job Requirements
Education
- Master’s or Bachelor’s degree in architecture, Civil Engineering, Construction Engineering or Building technology or related fields from an accredited academic institution.
Experience
- A minimum of two years of relevant professional experience
- Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations.
- Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
- Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
- Prior relevant professional experience in Shelter-NFIs Program.
Languages
- Working knowledge of any other national languages in Ethiopia will be an advantage.
Skills
- In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
- Knowledge of UN and bilateral donor programming.
- Knowledge of financial rules and regulations.
- Excellent operational, organizational and communication skills and the ability to work harmoniously with colleagues from diverse backgrounds.
- Knowledge and skills in design tools such as AutoCAD, Revit Architecture, Civil CAD, etc.
- Strong computer skills, especially hands-on experience in the usage of MF office suit in preparing reports and Bills of Quantities (BOQ)
- Experience In project monitoring, Evaluation and Reporting
