Position: Project Manager
Project: “Education in Emergency (EIE) and Institutional WASH Service Support to Conflict-Affected Areas”
Contract Duration: Until January 31, 2025
Location: Based in Mekelle and Hawasa , with frequent field travel to PIN’s project sites
Salary: 44,050 ETB per month

Job Description

The Project Manager (PM) will oversee the successful implementation of emergency response projects, focusing on education in emergencies and institutional WASH service support. The PM will ensure the project meets both technical and management requirements, maintains organizational principles, and adheres to core humanitarian values. The PM works closely with the Emergency Program Manager and other departments, including HR, Finance, Logistics, MEAL, Safeguarding, and Engineering.

Specific Tasks Include:

  • Project Management: Full responsibility for project cycle management, including planning, budgeting, financial management, reporting, and meeting deliverables.
  • Financial Oversight: Ensure proper budget management, including timely expenditure and compliance with donor guidelines.
  • Team Supervision: Guide and supervise the field project staff to ensure the smooth delivery of project activities.
  • Stakeholder Management: Maintain relationships with government bodies, donors, and partner agencies.
  • Monitoring and Evaluation: Ensure the project follows MEAL systems and feedback mechanisms, with proper reporting of progress and financial performance.
  • Procurement and Logistics: Responsible for procurement planning, contract management, and ensuring timely delivery of materials.

Team Management

  • Supervise the project team, ensuring professional growth and minimum staff turnover.
  • Manage the field staff’s attendance, per diem allowances, and performance.

Sectoral Development

  • Support assessments and suggest improvements to program quality.
  • Assist in the preparation of new project proposals.

Operations and Procurement

  • Ensure adherence to PIN security rules.
  • Monitor procurement and ensure that materials meet project specifications.

Accountability and Safeguarding

  • Ensure safeguarding measures, including preventing sexual exploitation and abuse, are followed throughout the project cycle.
  • Maintain a protective environment and ensure staff awareness and training on safeguarding.

General Obligations

The PM must maintain confidentiality, represent PIN professionally, and ensure compliance with organizational policies.

About You

  • Education: Bachelor’s degree in Project Management, DRM, Development Studies, or related fields.
  • Experience: At least 3 years of relevant experience in managing emergency or recovery projects, especially in WASH, shelter, and cash activities.
  • Skills: Proficiency in project management, budget control, reporting, and computer applications (Word, Excel, PowerPoint, Outlook). Excellent communication and negotiation skills.
  • Languages: Fluent in Amharic and English; knowledge of local languages is advantageous.
