JOB SUMMARY
The job objective is to advise and manage, under the supervision of the Team Leader / Head of Cooperation, the implementation of budget support programmes and of technical cooperation projects in the field of Economic Governance, Public Sector Reform, Fiscal policy, Public Finance Management, Domestic Revenue Mobilisation, Statistics, as well as to perform sector analysis and policy dialogue. Upon recruitment, the successful candidate will occupy the specific job function as “Project Officer”; this job function may be changed in accordance with the needs of the Delegation.
Under this job function, the successful candidate will serve as technical staff whose duties and responsibilities shall include:
- Analyse policies and strategies in the specific domains.
- Support policy dialogue with relevant ministries, agencies, donors, lenders and other stakeholders.
- Economic analysis and reporting
- Contribute to formulation of policies, strategies, programmes and projects.
- Analyse, negotiate and process proposals for programmes and projects submitted by Ethiopia or national or regional entities.
- Prepare the decision of the Commission approving submitted proposals.
- Manage, monitor and evaluate the implementation of programmes and projects in line with the conditions set out in the Commission’s decision and the objectives set in the programme/project.
- Analyse periodic and final implementation reports.
- Organise and ensure support to external experts concerned by the assigned work.
- Provide assistance to the relevant regional, national or local authorities in implementing the programmes and projects.
- Prepare and negotiate relevant updates / amendments of programmes and projects during the implementation period.
- Encode entries accurately and comprehensively in CRIS and conduct the quality checks (e.g. accuracy and comprehensiveness) of data entered in CRIS.
- Assist in preparing Terms of Reference, contract conditions and specifications.
- Assist in launching, managing and monitoring tender procedures.
- Assist in evaluating tenders and in selecting contractors.
- Assist in negotiating technical and financial aspects of contracts.
- Monitor contractual obligations (via periodic reviews, audits, reports, etc.) and gather and handle external expertise if and when required.
- Monitor the financial expenditure of projects as reported in cost statements and provide reasonable assurance that claimed costs correspond to the work accomplished.
- Ensure payments due are processed in time including verifying requests for payments and follow up the execution process.
- Review and monitor financial aspects of contracts.
- Monitor and review programmes’ and projects’ budgets and financial time limits.
- Give the operational visa “certified correct” on payment certificates.

Selection Criteria
Minimum Requirements:
- Medically fit to perform the required duties;
- Enjoys civil rights and permits for employment under local law;
- Master’s Degree in Economics, Public Finance Management, Public Administration or other relevant field. Alternatively, a Bachelor’s Degree in the above-mentioned fields or recognised post school qualification with relevant professional experience of 5 years in addition to the general professional experience; ;
- Minimum of 5 years working experience in a similar position;
- Minimum English language competency ability to understand: C2, read: C2, speak C2 and write C2;
- High level of computer literacy.
The following will be considered as an asset:
- Work experience in PFM reform
- Strong experience in Budget Support
- Working experince in economic analysis/macroeconomics
- Working experience in Government institutions or administrations
- Familiarity with EU or other Development Partners modalities
- Experience in the field with International and Diplomatic Missions;
- Knowledge of French language
Place of Employment: Delegation of the European Union to Ethiopia – Addis Ababa
Employment Contract: Indefinite/Permanent
Working hours/week: 37.5
Group I – with starting basic salary of 2555 EUR/month (payable equivalent in Ethiopian Birr).

The procedure
After the deadline for applications, the applications will be reviewed by a Selection Committee set up for this purpose. The Selection Committee will prepare a shortlist of candidates who are considered to be the most suitable for the post on the basis of a preliminary assessment of the information provided in their application letter and the supporting documents.
The short-listed candidates will be invited to an assessment phase, which will include a written test and an interview– during this phase, the Selection Committee will assess the suitability of the candidates for the post.
The candidates who have not been short-listed will not be contacted individually. However, the Delegation will use the same means of publication as for this Vacancy Notice to inform the remaining candidates once the recruitment procedure has been completed and that a candidate has (or has not) been recruited.
