Job Description:

JOB Purpose: The position holder will manage and coordinate the implementation of emergency WASH & Shelter projects in the Tigary Region of all woredas, responsible for coordinating and supervising water scheme maintenance, rehabilitation and new development, WASHCo training, WASHNFI Distribution, T-Shelter construction, ESNFI Distribution and others as directed from the NRO, Liaise and established contacts at Zonal and woreda level with government Water Resource Development office, DRMFSS, NGOs, and UN agencies (WFP, WHO, and UNICEF) [Networking, Partnering, and External Representation role], lead and assist assessment in the field as part of field preparation, field supervision Identify best/promising practices and success stories for documentation and dissemination and maintain situational awareness of actual and potential hazards at the local level and bring to the attention of AP and head office.

MAJOR RESPONSIBILITIES

Manage and coordinate the implementation of emergency WASH and Shelter

  • Lead WASH team to meet programming standards and expectations for implementation of emergency interventions
  • Develop WASH-related work plans to include regular face-to-face support of field staff
  • Design and manage program budget in collaboration with Finance according to donor requirements and WV standards
  • Implement effective new development of water supply and rehabilitation of damaged schemes.
  • Coordinate and support transitional shelter construction and rehabilitation in all project interventions in Woredas
  • Follow up effective implementation of hygiene and sanitation promotion activities in all project interventions Woredas
  • Prepare Design documents and BoQ for WASH activities
  • Manage and coordinate all WASH related capacity building activities
  • Assess local capacity and ensure programs are integrated into existing systems where appropriate
  • Maintain WV best practices for WASH programs to deliver results according to relevant standards, policies, and program strategy
  • Establish and maintain links with other relevant sectors in the region (Education, Health, livelihoods, etc.)
  • Ensure effective supervisory mechanisms are in place
  • Establish links with relevant cluster activities
  • Remain up to date with WASH policy guidance and initiatives and ensure dissemination to subordinates
  • Work with line WV staff and partners to guide technical interpretation of technical models
  • Follow up timely requests, approval, procurement, and distribution of the project logistics, supply and equipment
  • Follow-up utilization of project commodities, logistics and equipment
  • Review and submit regular monthly reports to the Operations Manager/Regional MEAL Coordinator and HO WASH team
  • Design and implement M&E systems for WASH response
  • Ensure a regular program reporting system is in place
  • Initiate action with limited assessment data and information based on context, using an approach that is flexible and thoughtful.
  • implement WV WASH emergency response models, and prioritize based on the assessment data
  • Take part in the project set-up, technical support visit, monitoring visits, surveys and evaluations
  • Follow up on project progress as per the plan of working closely with the APs/zones and identify minimum support package as part of the project transition
  • Take part in WASH project meetings, workshops, prayer, and devotions that will assist for technical and spiritual development
  • Evaluate WASH responses regularly and adapt them in line with findings
  • Submit high-quality reports to head office for WASH responses both narrative and financial, promptly
  • Ensure that implementation of Emergency WASH Projects comply with consortium, WV, and government policies and global standards and donor requirement

2. Networking, Partnering, and External Representation

  • Liaise and established contacts at the Zonal and Woreda levels with government health office, NGOs, and UN agencies (WFP, WHO, and UNICEF)
  • Regular discussions at the Woreda level concerning emergency WASH response in WVE operational areas
  • Regularly participate in cluster meetings and other related coordination meetings and ensure effective information sharing and flow within WVE
  • Create & maintain linkages with key implementing & operational partners in emergency WASH programming.

3. Learning and Evidence Base Development, Dissemination and Knowledge Management

  • Assist assessment in the field as part of field preparation, field supervision
  • Identify best/promising practices and success stories for documentation and dissemination

Required Education, training, license, registration, and certification

  • MSC/ BSC in Water Resource Engineering, Civil Engineering, Hydraulic Engineering, or related fields.

Required Professional Experience

  • 5 years for MSC or 7 years. for BSc on relevant project/program experience of WASH in an international NGO or similar organization.
  • Solid experience in WASH Project Design, supervision, analysis, and report write-up,
  • Experience in WASH or Shelter Cluster engagement has added value

Preferred Knowledge and Qualifications

  • Knowledge of Standard methods and indicators for assessing WASH status, including rapid assessment.
  • Experience in working with clusters and understanding its functionality
  • Knowledge of Red Cross/Red Crescent Code of Conduct, WV’s disaster management cycle, and Sphere standard
  • Knowledge, training, and experience in WASH models and tools Demonstrated skills in WASH program planning, implementation, and monitoring.
  • Demonstrated ability to work effectively in a team environment.
  • Willingness to work under pressure and extra hours, and out of assigned implementation area
  • Willingness and capacity to be flexible and accommodating when faced with difficult and frustrating working conditions;
  • Excellent training and facilitation skills, and Negotiation skills
  • Strong adherence to World Vision values;
  • Strong character traits, including emotional stability, adaptability, ability to handle stress, cultural and gender sensitivity, and integrity;
  • Prepared to live and work in a remote and uncertain security environment.
