Role Overview

In the Area Office, the incumbent, reporting directly to the HR & Safeguarding Manager, plays a crucial role in upholding safeguarding standard practices. The primary responsibilities include supporting projects, programs, and field offices in ensuring compliance through activities such as community awareness, capacity-building training, project risk assessment, and the development of relevant materials. The role also involves implementing safe program activities, establishing local reporting procedures, managing data, and sharing insights. Notably, the position requires providing on-the-ground support to project offices across various locations for both humanitarian and development programs.

Position Scope:

Reports to: AO- HR & Safeguarding Manager

Dimensions: Save the Children operates throughout Ethiopia with a staff of approximately 1900 and an annual expenditure exceeding $190 million.

Key Responsibilities:

Safeguarding

  1. Conduct and facilitate safeguarding awareness sessions for various stakeholders, including project staff, partners, volunteers, and participants, addressing Child, Adult, and Harassment safeguards.
  2. Facilitate safeguarding induction for new staff, with a focus on the humanitarian response team, and conduct ongoing refresher training for staff and partner focal points on child safeguarding and PSEA.
  3. Ensure all projects undergo risk assessment, develop mitigation strategies, and regularly update the tracker in collaboration with program managers and field-level focal points.
  4. Identify project-level contacts for participants and ensure the local safeguarding reporting procedure is updated and displayed in project areas.
  5. Ensure understanding of safeguarding concepts and reporting procedures among participants, staff, volunteers, partners, and representatives, with safeguarding messages displayed in the local language at the project level.
  6. Periodically assess the understanding and practice of safeguarding among participants, staff, volunteers, partners, and representatives, along with the effectiveness of reporting procedures.
  7. Oversee volunteer recruitment processes, ensuring proper documentation is maintained in collaboration with HR and project managers.
  8. Conduct focus group discussions on safe programming and effective reporting procedures with children and adult project participants in collaboration with MEAL colleagues.
  9. Report safeguarding incidents in the DATIX system promptly, coordinating with the national safeguarding team for follow-up, data collection, and participation in investigations.
  10. Assess child participation events, ensuring procedures are followed in collaboration with event organizers.
  11. Compile and submit monthly reports on safeguarding activities to the safeguarding manager at the country office.
  12. Support local partners with training, risk assessments, and technical support based on partner assessments and COSA.
  13. Facilitate the translation, printing, editing, and dissemination of IEC materials into local languages, conveying messages to various groups and monitoring understanding.
  14. Facilitate the AO self-assessment process, monitoring the update status from all AO functional leads.
  15. Map service providers in project areas to ensure reported cases are referred to relevant stakeholders and updated periodically as needed.
  16. Participate in kickoff meetings and other relevant workshops/trainings at the field office, representing safeguarding appropriately, including regional PSEA network participation if available.
  17. Participate in proposal development on safeguarding aspects as required.
  18. Organize learning forums based on identified risks, challenges, and best practices.
  19. Attend in-house safeguarding and other relevant online and face-to-face training, webinars, meetings, and workshops, and incorporate other relevant training/mentoring/coaching demands into the development plan as appropriate.
  20. Undertake additional assignments as needed by the supervisor, including external representation.

Qualifications and Experience:

  • Minimum of a Bachelor’s Degree in social sciences and three years of proven experience in child protection, education, social work, child safeguarding, gender, or related fields.
  • Experience in facilitating and coordinating training and workshops.
  • Experience in conducting assessments, monitoring, and report writing.
  • Practical experience in child participation in intervention program activities.
  • Strong computer skills, including the use of email, the Internet, and Microsoft Office.
  • Fluency in written and spoken English.

Desirable:

  • Experience in child safeguarding and PSEA.
  • Experience in gender mainstreaming, GBV case management.
  • Experience in humanitarian response programs.
  • Skills in illustration design and publication.
  • Good understanding of national laws and procedures.
  • Proficiency in speaking and writing in the local language.
