Summary of Duties:
Under the supervision of the Counsellor and the Head of Development Cooperation at the Embassy of Canada and in close consultation with the Ethiopia Bilateral Development team at the Embassy and at Global Affairs Canada (GAC) in Ottawa, the Senior Development Officer supports all phases of programming and project management. The Officer participates in the identification, planning, implementation, monitoring and evaluation of bilateral programs and projects in Ethiopia. The Officer may also support Canadian multilateral, partnership or humanitarian assistance programming, where appropriate. The role coordinates with other stakeholders, including government, civil society, non-governmental organizations and other donors. The Officer represents the Government of Canada at events, participates in policy dialogue, and maintains a network of contacts and a knowledge base in support of Canadian development programming. The incumbent also performs other duties as required, for example; providing support to official and/or high-level visits.

Job Requirements
- Bachelor’s degree (or equivalent post-graduate level) in a relevant field from a recognized university.
- Advanced level of English (spoken, written, comprehension)
- Advanced level of Amharic (spoken)
- Minimum of three years of experience managing complex international assistance programming.
- Minimum of three years of experience conducting or leading complex research and/or analysis of trends and developments related to international assistance initiatives.
- Experience building and maintaining a professional network.
- Knowledge of international assistance trends in Ethiopia.
- Knowledge of Global Affairs Canada’s international assistance priorities.
- Strong knowledge of Microsoft Office tools (for example, Excel, Word, Outlook).

- Experience leading and/or participating on committees and working groups related to international assistance themes/projects/programs.
- Experience engaging in networks to ensure policy coherence and effectiveness of international assistance.
- Experience leading a project team, within a matrix environment, and managing project resources.
- Working knowledge of French (spoken, written, comprehension)
- Master’s degree from a recognized university.
- Working hours 37.5 hours per week over a 5-day work week.
- Ability to work overtime occasionally outside normal working hours.
- Ability to travel on occasion within Ethiopia and internationally
