About the Ethiopian Red Cross Society
The Ethiopian Red Cross Society (ERCS) was established in 1935 and is one of the oldest and largest humanitarian organizations in Ethiopia. ERCS provides services to communities affected by natural and manmade disasters through the provision of emergency responses, ambulance and first aid, family reunification, essential drugs, water and sanitation, and other humanitarian services. ERCS also runs disaster risk reduction programs with the aim of creating resilience households and communities. Currently the ERCS has a structure consisting of 12 Regional Offices, 34 Zonal Branches and 131 District/Woreda Branches, 599 Woreda Red Cross Committee and 5871 Kebele Red Cross committees.
ERCS also runs disaster risk reduction programs relating to food security, climate change adaptation, livelihood diversification, and institutional capacity building interventions, with the aim of creating resilience households and communities. ERCS works in partnership with the Ethiopian Government, International Federation of the Red Cross and Red Crescent (IFRC), International Committee of the Red Cross (ICRC), partnering National Societies, members, volunteers and the communities we serve.
Purpose
The purpose of the Country Programme Coordinator is to support health operations with ERCS, optimize humanitarian outcomes through coordinating the design and implementation of country programs in line with Operational Framework and technical standards.
Strategic responsibilities
- Ensure the alignment of projects and adherence to the Operational Framework, including technical standards and project management methodologies.
- Oversee program development and ensure humanitarian results in line with predefined operational outcomes.
- Coordinate with Relevant ERCS teams and the Country office team to ensure effective collaboration and smooth execution of country program portfolio.
- Support needs analysis and results focus for Norwegian Red Cross supported operations.
- Contribute to adherence to the Operational Framework, including established international and national technical standards and robust project management methodologies.
- Support ERCS in planning, monitoring, evaluation, and reporting in line with established project agreements and project plans.
Operational responsibilities
- Support the Country Manager in overseeing the day-to-day implementation of Norwegian Red Cross health programmes in the country, ensuring activities are carried out in accordance with the country operational strategy, the Plan of Action and project documentation.
- Promote, lead, and support technical assessments and scoping missions as requested.
- Contribute technically to project development including project packages and proposals as needed.
- Supervise implementation monitoring and evaluation frameworks to assess program effectiveness, provide recommendations and assistance on project improvements.
- Lead and quality assure technical mid-term and endline reviews upon request and contributes to terms of reference and inception reports to final evaluations.
- Contribute technically and support the preparation of tertiary and yearly Norwegian Red Cross reports as well as other relevant reports.
- Contributes to the preparation of yearly budgets and support country manager in management of programme budgets in accordance with the agreed-upon programme documents.
- Support in providing trainings and coaching ERCS project staff on the operationalization of established technical standards and when challenges arise.
- Acquires fluency in the understanding of Norwegian Red Cross work processes and digital tools.
- Quality assures data collection, verification and consolidation process from all projects and ensure the accuracy of programme information to be shared via various channels (updates, reports, advocacy messages etc.).
- Support to ERCS for the development of documents, framework and institutional strategies related to operations in health in line with international norms and standards.
- Supports the design and implementation of baseline, mid-term and end-line surveys and evaluations to measure programme success.
- Coordinates with Movement partners in support of quality ERCS health programming.
- Facilitate lessons learned exercises and workshops for completed projects and ensure proper documentation and dissemination of learnings within Norwegian Red Cross, ERCS and other movement partners.
- Represent Norwegian Red Cross in relevant technical forums to ensure proper coordination and synergy with movement partners and external actors at country level.
- Contribute to emergency preparedness and response initiatives at country level.
- Deputize for Country Manager when required
Collaboration
- Technical reporting line to relevant Team Lead in Technical Unit to ensure alignment and adherence to technical guidance and standards in Operational Framework
- Liaise with the Global Disaster Management Unit related to preparedness and emergencies in country as relevant.
- Liaises with relevant ERCS project teams and key local stakeholders to ensure relevance of technical assistance provided.
- Liaises with other parts of Red Cross Movement and all relevant actors within thematic cluster to strengthen cooperation and optimize efficiency and complementarity of operations.
- Consistently provide support to the relevant project teams of the ERCS and ensure that Norwegian Red Cross rules and guidelines are anchored among ERCS personnel.
- Works closely with the Information and Results Team, Technical Unit and Regional Office to ensure consistent accountability towards Norwegian Red Cross guidelines, and standards for information and results management.
Mission specific responsibilities
The Country Programme Coordinator will be based in Addis Ababa, with travels to project implementation areas.
He/she is responsible for managing NorRC bilateral Health programmes with ERCS in Ethiopia focused but not limited to Restoring and Strengthening Emergency Medical Services (EMS) project.
Other mission specific responsibilities include:
- Ensure linkage and complementarity of ERCS Emergency Medical Services with health services supported by NorRC
- Provide technical support to cash for health activities under Ethiopia Portfolio
- Provide Technical support to Emergency Medical Services project, including but not limited to project assessment, evaluation and trainings
- Represent NorRC in relevant technical forums to ensure proper coordination and synergy with movement partners and external actors at country level.
- Represent NorRC in technical meetings and other events in Ethiopia including EMS Technical working group
- Conduct frequent field visits to implementation locations, provide recommendations for improvement and follow up on them
- Support initiatives to strengthen ERCS use of digital information systems including DHIS-2
- Support further development of NorRC health related support with ERCS
- Provide support to additional activities as requested by line manager

Job Requirements
Qualifications
Formal Competence
- University Degree in clinical discipline ( Medicine, Nursing).
- Master’s degree in public health highly desired
- Working experience 10/8
Personal qualifications, skills, and knowledge
Skills and knowledge
- In-depth understanding of health technical standards and the operationalization of those standards in humanitarian projects.
- Strong expertise in Emergency medical services, First Aid, and community health, preferred
- Demonstrated ability to manage programmes (Health, EMS, CVA for Health/Nutrition, WASH, others as relevant) in challenging contexts.
- Excellent communication and writing skills.
- Successful track-record of donor applications and reporting on projects with measurable results.
- In-depth understanding and practical application of relevant technical standards in humanitarian projects.
- Advanced understanding of the use of innovative tools and approaches in health, is an asset
- Proven experience in managing complex health programming in challenging context.
- Proven experience from project management, including needs assessments project design, MEAL planning and reporting.
- Knowledge of financial management and reporting
- Proficiency in building technical capacities of partner organizations.
- Fluency in English is required, regional language would be an advantage.
