The Program Officer (Preparedness and Response Unit/Rapid Response Fund) in the Ethiopia Country Office will work under the overall guidance of the Senior Program Officer in the Preparedness and Response Unit and the direct supervision of the Program Manager (Emergency Post Crisis Grants). The primary role of the Program Officer involves supporting and coordinating activities related to the Rapid Response Fund (RRF) Sub-Unit within the Ethiopia Country Office.

Key Responsibilities:

1. Assist in the comprehensive implementation of Rapid Response Fund activities in the IOM Ethiopia Country Office, ensuring adherence to IOM policies, standards, donor requirements, and agreed timelines.
2. Foster strong collaborations with relevant stakeholders, including government entities, national authorities, development partners, UN agencies, and civil society, to enhance partnerships.
3. Contribute to the development of a capacity-strengthening strategy for potential implementing partners and identify technical experts for support.
4. Draft reports, ensuring accurate information exchange between IOM, donors, and stakeholders, and participate in the development of project proposals.
5. Contribute to identifying donors’ priorities and strategies, exploring new initiatives, and drafting project proposals aligned with governmental needs and donors’ priorities.
6. Conduct contextual analysis to identify potential activities for the Rapid Response Fund in alignment with IOM’s mandate and priorities set by the Government and partners in Ethiopia.
7. Support the development of monitoring and evaluation plans, recommend course corrections, and ensure programmatic databases are up to date.
8. Manage information on program-related activities, including awareness raising and visibility, in coordination with the donor and Department of Media and Communications at HQ.
9. Participate in relevant conferences, workshops, and technical working groups for effective coordination of IOM activities.
10. Undertake other assigned duties as necessary.

Required Qualifications and Experience:

Education:
– Master’s degree in Social Sciences, International Development, Business Administration, Management, or related field with two years of relevant professional experience; or,
– University degree in the mentioned fields with four years of relevant professional experience.

Experience:
– Experience in community-based or small-grant programming, grant writing, humanitarian response, and/or civil-society strengthening.
– Familiarity with USAID programs, preferably with the Bureau of Humanitarian Affairs (BHA) and/or UN OCHA’s Country-Based Pooled Funds.
– Previous experience in operational activities in post-crisis or emergency areas.
– Coordination experience with emergency response actors and partners.
– Experience in capacity building of local and national partners preferred.
– Effective collaboration with stakeholders, beneficiaries, and the broader community.

Skills:
– Works effectively in high-pressure, rapidly changing environments.
– Supports information sharing among internal units, cluster partners, and other emergency response actors.
– Establishes and maintains effective relationships with implementing partners.
– Makes informed decisions rapidly and delivers set objectives in challenging situations.

Languages:
– Fluency in English is required. Working knowledge of another official UN language is an advantage.

Competencies:
– Adherence to IOM values and competencies in areas such as teamwork, delivering results, managing and sharing knowledge, and accountability.

Other Requirements:
– International mobility is required for internationally recruited professional staff.
– The offer is subject to funding confirmation.
– Vaccination against COVID-19 is generally required for individuals hired on or after 15 November 2021.
